A territorial tax system, clear and among the lowest in the world
1. 0% on your foreign-source income. Paraguay only taxes income earned within its borders. Salaries paid from abroad, dividends, rent from properties outside Paraguay or online income collected from other countries are not taxed, even once you become a Paraguayan tax resident. This is not a temporary loophole: it is the core principle of the country's tax system.
2. No 183-day rule. In almost every country, your tax residency depends on the number of days spent there, often 183 per year. Not in Paraguay. It rests on your tax number, the RUC, and on your filings, not on a presence counter. You keep genuine freedom of movement.
3. 10% maximum on local activity. On what you earn in Paraguay, personal income tax (IRP), VAT (IVA) and corporate tax are each capped at 10%. The system is simple and clear, without the stacked levies you find in Europe.
4. Banking confidentiality (non-CRS). Paraguay does not take part in the automatic exchange of banking information (the CRS standard). Your Paraguayan banking data is therefore not automatically shared with foreign tax authorities, unlike in almost every European country. This does not exempt anyone from their reporting obligations in their home country: it is a different way of working, not a free pass.
