Tax residency in Paraguay: what we are actually talking about
Paraguay applies territorial tax system. In plain terms: only Paraguayan-source income is taxed in the country. Income earned abroad (salary from a foreign company, dividends, rent outside Paraguay, online income invoiced abroad) is not taxed in Paraguay. That is the heart of what draws so many foreigners here.

Legal residency and tax residency: two different things
The legal residency, is your right to live in Paraguay (the residency card, then the cédula). The tax residency, is your attachment to the Paraguayan tax system, shown by a RUC (the taxpayer number) and, if needed, a tax residency certificate (the certificate often requested by the authorities of your home country).

What you actually pay (and what you do not)
The Paraguayan regime rests on three rates of 10%, often summed up as the 3x10 rule:
- IRP (personal income tax): 10%, on your Paraguayan-source income only.
- IVA (VAT): 10% on consumption.
- IRE (corporate tax): 10% on the profits of a Paraguayan company.
The key point: your foreign -source income stays at 0% in Paraguay. The 10% only concerns what is earned locally. It is a simple, low regime, not a lawless zone.
No 183-day rule
This is the big difference with Europe. Many countries tie you to their tax system as soon as you spend 183 days there in a year. Paraguay does not work that way: it does not require a minimum time on the ground to keep your status. You keep your freedom of movement, provided you have properly cut ties with your former tax residency (more on that below).
How a foreigner becomes a tax resident, step by step
Obtain residency
Temporary then permanent residency, or theInvestor Pass depending on your profile. This is the legal base.
Obtain the cédula
The Paraguayan ID document, essential for the rest of the administrative and banking steps.
Open the RUC

The pitfalls to avoid
Honestly, this is where most people slip up, not on the Paraguayan side, which is simple.
- Believing a RUC alone is enough to stop being taxable elsewhere. Your home country has its own exit rules. As long as you keep a home, economic ties or a strong presence there, it may keep treating you as a tax resident.
- Forgetting the exit taxation. Some countries apply an exit tax or precise conditions to recognise a departure. This is prepared in advance, not after the fact.
- Confusing "0% on foreign income" with "0% everywhere". An activity genuinely carried out from Paraguay can be Paraguayan-source, and therefore taxable here at 10%.
- No longer being a tax resident anywhere. Bad idea: the goal is to be clearly a tax resident of Paraguay, with the certificate that proves it.
