The Requirements
The prerequisites are deliberately simple. In practice, you need:
- A valid passport
- A criminal record extract, apostilled
- A recent birth certificate, apostilled
- Proof of entry into the country (stamp or migration card)
- Proof of means of subsistence, depending on the path chosen

How long does it take?
The "on-site" part is short: a few days in Asunción are enough to file the application, do the biometrics and get the process moving. Good news: the residency and and cédula procedures can be handled in a single trip, with no need to come back. Plan on 4 to 5 months to get everything (residency, cédula, RUC and tax residency certificate), while the administration processes your file. The golden rule: don't book any flight until your file is validated and ready to submit.
0% taxation, in practice
Once you're a Paraguayan tax resident, your foreign-source income is not taxed in Paraguay. Careful: this doesn't exempt you from properly cutting your tax ties with your home country.
