The RUC in Paraguay comes up in every conversation about tax residency, and almost everyone confuses it with the tax compliance certificate. It's actually simple: the RUC is your taxpayer number, nothing more. Here's what it's really for, who needs one, how to get it, and the obligation that comes with it.
What exactly is the RUC
RUC stands for Registro Único del Contribuyente (Single Taxpayer Registry). In plain terms, it's your taxpayer number in Paraguay, the identifier the tax administration (DNIT, formerly SET) assigns you so it knows who you are for tax purposes. It's roughly the equivalent of your tax ID number back home.
Here's the important point, and where 90% of people get it wrong: the RUC is an identifier, not proof. It doesn't say you've paid taxes, and it doesn't prove you're a compliant taxpayer. It just says: this person is registered with the Paraguayan tax authority. Nothing more, nothing less.
A concrete detail that often surprises people: for an individual, your RUC number is your Paraguayan cédula number with a check digit added at the end. In other words, once you have your cédula, your RUC is almost already there, you just need to activate it with the DNIT.
RUC vs. tax compliance certificate: don't mix them up
This is the number one misunderstanding, so let's clear it up right away. The RUC and the tax compliance certificate (certificado de cumplimiento tributario) are two different documents :
- The RUC : your registration number with the tax authority. You have it as soon as you register, it's an identifier.
- The tax compliance certificate : a certificate proving you're up to date with your obligations, with actual activity in your filings. It's obtained later, after several months of filings with real activity, and quite a few of our clients never need it.
We often see people panic, thinking they need the tax compliance certificate to justify their departure to their home country's tax authority. In the vast majority of cases, a Paraguayan address and the RUC are enough. Who actually needs a RUC
Honestly, more people than you'd think. The RUC is useful, even essential, if you want to:
- Become a Paraguayan tax resident. It's an active RUC that formalizes your tie to the Paraguayan tax system, not the number of days you spend in the country.
- Invoice legally in your own name, similar to a sole proprietor / self-employed setup, without necessarily setting up a company.
- Open a real bank account. Most local banks ask for the RUC and a filing history before giving you a fully functional account. We compare the options on the page opening a bank account.
- Support an application for permanent residency, where an active tax number is one of the accepted supporting documents.
On the other hand, if you're just spending a few weeks in Paraguay as a tourist, you don't need a RUC. It comes into play once you settle in and want an administrative existence in the country.
How to get your RUC, step by step
The RUC is the last piece of a small administrative stack. You can't get it by skipping the earlier steps, so here's the real order:
- 1. Residency. You first need a residency permit, temporary or permanent, obtained through immigration.
- 2. The cédula. An individual's RUC is built on the cédula number. No cédula, no RUC. We explain this document on our dedicated page about the Paraguayan cédula.
- 3. Registering with the DNIT. This is where the RUC gets activated. The file is prepared online, but you then need to show up in person at a DNIT office to sign. A small local trap: several offices share this name, so it's worth targeting the right one on the first try.

Good to know: preparation happens online, but the in-person signature remains mandatory. If you're not in the country yet, your RUC will wait for you. It's a point worth planning around when you schedule your move.
The obligation that comes with the RUC: monthly filing
Here's the part the dream-sellers conveniently leave out. Having an active RUC isn't free in terms of time: it creates a monthly filing obligation. Concretely, every month, a VAT (IVA) return has to be filed, via Form 120 on the DNIT's Marangatú platform.
The thing to really understand: this filing is due even if you had zero activity. If all your income comes from abroad and nothing has passed through your RUC, you file what's called a "no movement" declaration. It takes two minutes, but it's not optional. The deadline even depends on the last digit of your cédula, to spread filings out across the month.
Why does this matter? Because a neglected RUC, with missed filings, puts your tax residency status at risk and can trigger penalties. It's exactly the kind of detail that turns a solid tax strategy into an administrative headache. A simple RUC or a company?
A question we get all the time. Good news: in many cases, a simple RUC in your own name is enough to start an activity, no need to set up a structure. It's lighter, faster, cheaper. You invoice, you file, that's it.
A company becomes worth it when you want to separate your personal assets from the activity, collect income across multiple people, hire staff, or project a more solid image to clients.
